Long-time City of Moncton employee passes away 2025-02-13

The City of Moncton would like to offer condolences to the family and friends of long-time City of Moncton employee Bill Budd, who passed away on Monday, Feb. 10 after a sudden illness. 

Budd had served as Director, Planning and Development, at the City of Moncton since 2013 and prior to that was Executive Director of the Greater Moncton Planning District Commission (GMPDC). He was a well-respected expert in his field, with a comprehensive and passionate knowledge of urban planning in general and planning in the City of Moncton in particular. 

“Bill led our Planning and Development Department through an era of unprecedented growth at the city,” says City of Moncton CAO Serge Doucet. “It was exciting, but very challenging work and Bill was instrumental in keeping that momentum going. He was an extraordinarily talented planner and we will miss his keen insight and visionary approach.”

Budd was a familiar face and consistent presence at Moncton City Council meetings as he was involved in many key files and was usually the first to present new development projects for Council’s consideration. 

“Bill was always prepared, always knowledgeable, and he had a knack for breaking down very complex issues and explaining them in a way that was easy to understand,” says Moncton Mayor Dawn Arnold. “But above all, he was patient and good-natured, even when things got heated. We are deeply sorry to hear of his passing and are thinking of his family and close colleagues at this time.”

Budd earned his Bachelor of Arts in Geography and Small-Town Planning from Mount Allison University before moving on to complete a Master of City Planning at the University of Manitoba. He began his planning career in Manitoba before returning to Moncton in 2004 to join the GMPDC. 

“Bill was an integral part of our team,” says Elaine Aucoin, general manager, Sustainable Growth and Development. “His skills and knowledge were invaluable, but what is truly irreplaceable is the dedication, level-headedness, and good humour he brought to his work each and every day. He was not only an exceptional colleague, but a dear friend and we will miss him tremendously.”
