Planning Advisory Committee

The Planning Advisory Committee (PAC) is made up of volunteers appointed by Moncton City Council. The PAC advises Council on planning-related matters and is the approving authority for variances, conditional use applications, and applications for similar and compatible uses.

Regular PAC meetings are held on the fourth Wednesday of each month, except for the month of December when the meeting is held on the third Wednesday. 

Meetings take place in Council Chambers at Moncton City Hall unless otherwise noted.

Current Applications

Some development applications require Planning Advisory Committee approval. 

Public notice of these applications is posted to this page and mailed to property owners within a 60-metre radius of the property named in the application. 

The Committee meets once per month to consider applications. All PAC meetings are open to the public. You may submit written comments ahead of time and/or speak on variances and conditional use applications on which the PAC has approval authority. 

1469 Elmwood Drive

APPLICATION DETAILS 

An Application to operate an automobile sales establishment dedicated to selling heavy equipment on an existing commercial unit currently operating as an automobile sales establishment located at 1469 Elmwood Drive.

The property is zoned AI (Air Industry Zone). The proposal requires the following application:

1. Ruling of Compatibility

a. That the proposed heavy equipment sales establishment, which is not permitted in the AI zone, is similar to an automobile sales establishment permitted in the AI zone.

70 Queensway Drive

APPLICATION DETAILS

Fen’s Market Inc. is proposing to develop a new commercial lot at 70 Queensway Dr. (PIDs 70638465 and 70638473). The commercial development will include a new gas station, convenience store, and restaurant outlets.

To accommodate the proposed development, Administration is recommending Schedule 2 of the Municipal Plan be amended to include the subject lands within the urban serviceable boundary.

358 Ryan Street

APPLICATION DETAILS

Diallo Development Inc., landowner, is proposing to construct a three-storey apartment building at 358 Ryan Street (PID 70708433). The apartment building will consist of 47 residential units.

To accommodate the proposed development, Administration is recommending the property be rezoned from RM (Residential Mix) to R3 (Multiple Unit Dwelling).

APPLICATION DETAILS

Application to construct a 4-unit residential dwelling located at 56 Beechwood Avenue.

The property is zoned R3 (Multiple Unit Dwelling) and requires the following application:

1. Variance Application

a. To reduce the landscaping buffer in a portion of the side yard from 3 m to 0 m.

b. To permit parking in the front yard of the main building; and

c. To permit stacked parking.

APPLICATION DETAILS

An application to build a three-storey multiple unit dwelling with 23 units.  

Two variances are required:  to reduce the interior parking lot greening from 5% to 0%; to permit parking in a side yard abutting a residential use.

Leopold F. Belliveau Drive

APPLICATION DETAILS

Noky Group Ltd., landowner, is proposing to construct a mixed-use development consisting of four apartment buildings at 195-225 Leopold F. Belliveau Drive (PIDs 70576723 & 70576715). At full build-out, the site will offer 366 residential units and 373m2 of commercial space on the ground floor.

To accommodate the proposed development, Administration are recommending the properties be rezoned to ID (Integrated Development) and P2 (Open Space and Conservation).
