The City of Moncton Appoints New General Managers 2024-11-15

The City of Moncton has confirmed the appointment of three new general managers to its senior leadership team. Isabelle LeBlanc has been named general manager of Community Services, Jeff Preston as general manager of Protective Services, and Kevin Silliker as general manager of Corporate Services. All three will assume their responsibilities effective Nov. 18, 2024 and will report to the City’s chief administrative officer. 

“I am pleased to be appointing three very qualified individuals to complete our senior leadership team,” says Serge Doucet, chief administrative officer.

“Isabelle LeBlanc has demonstrated her skills in managing complex issues and files as the City’s director of communications. An experienced communicator and collaborator, she will oversee a service area that includes Events and Venues, Recreation, Culture and Heritage, social inclusion, and the Magnetic Hill Zoo and Park. Her leadership and keen sense of community will play a key role as we continue to improve the quality of life of our residents.

“Jeff Preston has been leading our Protective Services on an interim basis over the past eight months and will transition permanently into the position. He will be responsible for our Community Safety Department, Fire Department, and policing services. As the former director of human resources at the City, Jeff is a strategic leader who understands people, complex relationships, and the importance of safety in our community.

“Kevin Silliker will oversee our Corporate Services, which includes Communications, Human Resources, Information Systems, and Strategic Initiatives. His mandate will be to maximize the City’s internal operations and bring departments together to improve collaboration and synergies within the organization. His diverse experience in human resources, economic development, and in the public sector will be highly beneficial to our team.

In addition to the three new general managers, the City of Moncton’s senior leadership team includes four additional general managers overseeing Sustainable Growth and Development Services, Operations Services, Finance Services, and Legal and Legislative Services. Along with the chief administrative officer, the team oversees the City’s administration.
